Temp is at its lowest at about 26C while playing with this very low FPSĮDIT: OMG PrecisionX was showing the GPU working at full POWER (1038mV) at desktop, AS SOON AS I opened Batman AK it decreased to 830mV AGAIN. Nor the GPU or the PSU (because it's working fine during summer course in college) are defective

clean install of the windows (I even downgraded to another version of Windows) In the past I remember I did not witness that problem. It occurs in different moments, sometimes not at all. Since nearly a year I have back to back video card stuttering problem while plyaing games that use GPU intensively (like Battlefield 4, Company Of Heroes 2, Starcraft 2). changing the power limit in MSI after burner Alienware 17 R4 video stuttering problem. tampering with the control panel power settings set to max PERF

installing different Geforce drivers from 395.xx to 419.xx (using DDU) The GPU is not at a higher speed because the GPU usage is low. Example here, GPU is not being used, however GPU-z has woken the device. PerfCap Reason said Pwr (power) solid green line VDDC said 0.7930 V I had to use precision X to raise it back up to 1974 MHz PerfCap Reason now says Reliability Voltate Blue bar VDDC says 1. Indicating performance is limited by GPU utilization. Indicating performance is limited by temperature limit. Troubleshooting: I've tried almost everything Indicating performance is limited by total power limit. and if i open PrecisionX it shows gpu clock 358, and memory clock 12xx at all times during the gamesĪnd gpu-z shows perfcap reason pwr whenever I open any game (even in the main menu) It may be voltage, power or temp, or a combination of the three. the problem is the power is at minimum power and won't exceed 20percent. The PerfCap Reason will tell you what’s the reason you can’t further increase your core clock. short story I tried all the games and they are stuck on extremly low FPS. yesterday I purchased AC Odyssey and opened it in excitement except the game is at 8FPS. If the card is under full load but not necessarily hitting power limit, those perfcap reasons are what you hit. If you ran a demanding title at 4k, you would likely see it saying perfcap reason is pwr. Last year they commented and said if the cards was run in a P0 state, that there might be errors in calculating, so that is why they lowered it to P2 states. That's close to the limit of stability for a 3090.

Only been thru about the first 2 pages but it does seem to point to an issue, don't know if it is directly related to mine yet but good knowledge to have, thanksĪs far as P2 states, that is built in by Nvidia to slow down the cards for Scientific calculations. There is some workaround but it doesn't work on Pascal, only on Maxwell. Some others also found this, and happens also with Maxwell and recent drivers as well.

Seems like nVidia driver as soon pure compute load is detected (no graphics output), cards are pushed to P2 mode. performance mode and normal memory and boost GPU clocks. No any issues with games, all are running perfectly on P0, is max. I have another downlock observation with GTX1080 memory clock goes down around 10% as soon as SETI or any other pure GPU compute starts, card is pushed into P2 mode instead of P0 (max performance mode).
